Kane’s record and the goal that changed it

Harry Kane became England’s leading men’s scorer on 23 March 2023. His penalty against Italy was his 54th senior international goal, taking him past Rooney. England’s report from that night fixes the moment the record changed hands; the table above tracks the later total.

Those are different questions. The record-breaking goal is a permanent part of England’s history. The size of the lead needs a date attached to it. This page uses the official scoring list as checked on 26 October 2026, rather than combining totals from articles published at different stages of Kane’s career.

Why equal goal totals share a place

The ranking follows goals alone. The three players on 30 are all seventh, so the next place is tenth. Both players on 29 stay in the table. Their different appearance totals do not break the tie.

Cutting the table after its tenth row would leave out a player with the same total as the last name included. Both Lampard and Woodward belong at the cutoff.

The order within each tied group does not express a preference. In particular, a lower strike rate does not move a player down a goals-total table. Readers can compare the rate in its own column.

Goals per game adds context

Divide goals by caps and a different pattern appears. Woodward has the highest rate among these eleven players, while Lofthouse’s 30 goals came in fewer than half as many appearances as Finney’s identical total. A shared place can cover very different international careers.

The rate is useful, but it has limits. A cap is an appearance, so it does not tell us how many minutes a player spent on the pitch. These figures also do not adjust for opposition, competition or era. A rate of 0.73 means roughly 73 goals per 100 appearances at that career average; it does not predict the next 100 games.

Greaves is a useful case alongside the long careers at the top. The FA’s account records his six England hat-tricks and his place in the 1966 World Cup-winning squad. The scoring rate gives one view of his contribution; those details give another.

Woodward’s amateur record is separate

Woodward needs an explicit scope note. Tottenham’s historical profile distinguishes his 29 senior England goals in 23 appearances from 57 goals in 44 amateur internationals. We use the senior record here. Adding the two would change the question the table answers.

His amateur status as a player is not a reason to remove him from the senior list. The distinction is between the teams and matches being counted. It is why he belongs alongside Lampard at the cutoff.

A scoring table is not a ranking of England’s best players

Position and role still matter when judging a career. Lampard’s England profile identifies him as a midfielder. Our Tom Finney profile considers a player used across the forward line. Their totals belong in the same scoring table without implying that England asked them to do the same job.

For a broader playing assessment, see the all-time strikers ranking and all-time players ranking. The World Cup scoring table has a narrower competition scope. Those pages sit with this one in the all-time football rankings hub, while keeping career judgement and statistical records separate.
